I have been scouring ebay and craigslist for a reasonably priced used tourer. preferably just a few years old. Or a frame I can build up.

Down at the bottom of the page is a Schwinn Super LeTour. These were sort of a funny bike. They were set up with touring type stuff, all the braze-ons etc. but they had road bike geometry.
Some people really liked them while others hated them.
I bought a steel Pinarello CX frame and converted it to a touring bike. It's missing the braze-ons but truth be told, if you're planning on serious touring you'll probably want to drag a trailer instead of covering your bike with racks and packs. That way when you get somewhere you can unhitch the trailer and use the bike to sight see.
24.5" x 2.54 cm/" = 62 cm, which is way too big for this dude.
I'd say keep working on scouring eBay. That's where I found my Bianchi Volpe.
