hey i have 700cc x 25 wheels and i want to make them smaller for racing, like 700 x 18 or 20. Do i need too buy new wheels or do i just buy a 700x20 or 18 tire and that will fit on the wheel?
just new 700c tires. cc's are a measurment of volume not distance.
I would recommend 23c tires, they roll faster than 20c.
Only if everything is equal and the pressure is the same.Narrower often use higher pressure,and are more aero.
What is the width of your rims? You don't want to use extremely narrow tyres on a wider rim-stones and such will scrape the braking surface of the rim if you do. Besides, unless you weigh less than 100 lbs (45 kg), you don't want anything narrower than a 21mm tyre. Trust me.

i rode on a 250km (7-8hour) trip on my 700x20 and i was fine.
