I have seen photos of loaded bikes with these water bottle cages on the down tube holding a 1.5 liter or so grocery store water bottle. I would like to find one for my new bike. Anybody got any leads?

It's the Topeak Modula Cage XL (http://aebike.com/site/page.cfm?PageID=30&SKU=WC1700)

I've always just shoved the big bottles in my regular cages - so far that works.

Just a little warning...
I bought a Topeak XL at a LBS. Works fine but the cages on my bike are very close (as you can see here (http://www.borealphoto.com/plein-air/velo/2005/mini_tour_2005/job-001.JPG)) and I can't fit the Topeak XL cage with another one (large or regular).

I'll second that.
I bought one for my bike Gazelle Playa din't fit, tryed it later on my wifes new Trek 7.2 WSD
same problem, now I have it home collecting dust.
Make sure it fits or you can return it before buying.
