I got a Miche Primato track hub and in theory the bearings are adjustment free. However, it is possible to fix the nuts hard enough to stop the hub rotating. So how should I adjust the nuts?

Tight enough so that there's no play between the axle and the hub, and loose enough so that it still turns smoothly.

It's much harder to overtighten those cartridge bearings than a traditional setup but it can be done. I get it fairly tight and use the inner 'cone' nut to tighten against the outer locknut, usually spot on first or second try.
Why are you adjusting the locknuts on a Miche anyways? I ask because my front one recently developed a little play between the hubshell and one of the bearings. I took the bearing out and did a couple wraps of threadtape then tightened it all back up, no problems.
