It seems to me that:
In North Korea, the commuters would be thrilled to use bikes instead of having to walk to work.
In China, commuters are tired of using their bikes and would rather drive cars.
In these United States, commuters are so attached to their cars, they're only beginning to consider using bikes.
And many Peak Oil theorists point to North Korea as an example of what will happen when oil becomes unavailable.

I'm hoping to win converts by riding my trike. It's so much fun! I think people might choose fun and fitness as a reason to ride. I am not so confident they'll choose biking because of peak oil or the price of gas or even poverty.

Present day citizens who commute on bicycles (or tricycles) are setting a precedent that the post-oil commuters will use as a model.

I'm not a huge believer in Peak Oil, but we're definitely going to run out someday, assuming an antibiotic-resistant bacterium hasn't wiped us out first. The contrast between North Korea and Cuba leaves out climate in the analysis, but that was the only glaring flaw I noted. If you want an excellent primer on how petroleum has evolved to influence every single aspect of global society, read "The Prize" by Daniel Yergin. It's spooky.
