Why? Who's asking?

Our organizations are collecting information about the recent NYPD bike ticketing blitz. This data will be used to create a detailed picture of the who, what, where and when of the blitz, and to shed light on the why. This information is key to stopping discouraging ticket blitzes and reforming NYPD bicyclist enforcement.
