The past few mornings the temperature has dipped to about -10C (14F) with a windchill to about -20C (-4F). I find this to be too cold on any road ride when I factor in the wind from riding. I have a plenty of technical cold weather clothing and any ride off-road is no problem down to -20. But I need to train on the road for a few hours a week. I find that the tiny bit of exposed flesh around my goggles is at risk of frostbite and my goggles permanently fog up and can't be easily cleared. Also extremities get cold after a few minutes despite layers of windstopper and wool on my feet and hands.

Lose the goggles, just wear normal glasses or sunglasses. They won't fog up as quickly.
Lose the windstopper and wool on your hands, and get yourself a decent pair of basic ski gloves.
And as for your feet, at those temps you should be thinking about the chemical handwarmers that you can pick up for $1 or so at Walmart or Canadian Tire. Get the hand warmers because they are smaller and last longer, then tuck them between your sock and the sole of your shoe under the ball of your foot where your cleat is. Just remember though ... keep your shoes loose!
If you're still uncomfortable ... it's time to invest in a trainer.
My past two mornings have had very similar temperatures to yours. I find my toes stay warmer by doing two things. #1, keeping my core AND my legs warms and #2, standing on the pedals a lot. For my fingers, as long as I keep my core warm and keep my fingers moving, I find they stay warm enough. For reference, I'm wearing Performance Goretex gloves and Lake MZX300 winter boots.
