On my recently purchased used recumbent I have noticed the chain length is a bit too long. Does the 'big chain ring/big cog, add an inch' work with a recumbent? The reason I ask is because the chain goes through a series of rollers along the length of the frame, so I was thinking it possibly sizes up different.

Also, the bent has a Sachs powerlink chain, which I have no experience with. Is link removal the same as with a Shimano chain? Would I need new pins or can the old ones be re-used?

I would go ahead and try your suggestion of adding an inch. Then check the rear Der. in hte smallest ring and smallest cog to see what it looks like. I have always reused the pins and have never had a problem. I do not torque alot on the pedals. I am light weight as well. You might want to take this into consideration.
