So after it rains at night and I ride out in the morning, by the time I get where I'm going I'm soaking wet from the waist down. The front tire kicks up water onto my legs and the back tire wets my bum and back. What do you guys do to help with this?

do you have fenders on the bike? they worked wonders for me (as long as i don't go super fast, then i get spray up off the font of the front wheel in my face)

No. No fenders. Did I mention it's a BMX? I think that would be a bad combination.

it looks like a splash guard that you would attach to your downtube

Fenders!!!!
Full fenders (which they make for 20" wheels) will work wonders.
MTB style fenders that you attach to the down tube (see pic from walkafire) and clip on the the seat post will help a little but the best solution is full fenders.

And once you attach the fenders, go to your local hardware store and purchase a rubber staircase step mat (one of those that prevent you from slipping when walking up wet stairs). Cut an isosceles trapezoid out of the mat for each fender to go very nearly to the asphalt. A friend of mine did that for his bike, with me in mind (I usually ride behind), and it works wonders over and above fenders. Make sure the "mud flap" will not hook on your tire, go between your tire and fender, and cause you to spill.

This will also give you that "cool" look ;).
