i only kno the basics bout bike and my handlebars keep moving out ov line wid my front wheel, i cant tighted it and there is no locknut. any1 help?

Hehe- you're showing us the wrong end... The stem (yours looks like a typical "ahead" stem) should have two allen-head bolts that clamp it to the steering tube. Tighten these and you should be in good shape. Do not fool with the allen-screw on the top, that's the bearing adjustment.
