I have seen this on a couple bikes. What is it's purpose?

it's to hang your chain on when the wheel is removed.

Thanks. That makes sense. I think I'll leave it on. I'm converting a bike to single speed, and am cutting off the derailure hanger and cable guides.

Might as well cut that off for the single-speed too. It needs the RD's spring-tension to hold it taut on that little post.

Wouldn't it just sort of dangle there if you don't move the bike too much? Might be a useful third hand for flip-flopping the wheel.

yeah, it could be helpful for keeping the chain up and out of the way. I just find it useful for transporting the bike in the trunk with both wheels off. The RD tension keeps the chain tight on that post and it doesn't fall sideways onto the carpet.

Keep it. I have a fixed gear conversion that has a chain hanger and it's pretty useful when changing wheels, fixing flats, whatever.
