Can power output be calculated based on HR, Speed, terain or a Power Meater is a MUST to get these numbers?

It _can_ be calculated based on speed and terrain. Here's an online calculator http://www.kreuzotter.de/english/espeed.htm.

Bear in mind that the calculation is only as accurate as the numbers you give it, and that some of the numbers are nigh-impossible for a normal person to be accurate with (frontal area, coefficient of drag, wind speed...) but it can get you into the ballpark.

www.analyticcycling.com has the online tools to calculate power too.

Even a 3mph wind makes a difference in power. Some people will do an out and back test to help account for slope and wind.
