I hate to say this, because you (or whoever did the site) definitely have the right idea, but online petitions never work. It'd be much smarter to put petitions to sign in bike shops and skate shops, and walk around asking for signatures. A signature from someone in California or Australia won't mean anything to someone on the Dublin city council.
