I always wondered. What is the purpose of that ring on the top tube? I don't think all track bikes have them but most that i have seen do.

The top tube protector?
A track bike does not have brakes or shifters...so the handlebars can swing all the way around(whereas a road bike would be stopped by the brake mechanism or the cables)

Track bike riders put a "block" of some sort where the handlebars would swing around and possibly dent the top tube.

Ahh! so some people just use tape at that spot, but i could swear i've seen some that look like a clip on plastic ring. Thanks!

the clip on plastic one is called the Kashimax top tube protector..goes $35 or so

....so most just use electrical tape, bandanas, full foamed top tube protectors, or buy plastic tubing and make their own.
I currently have some handlebar tape on mine.

I used some plastic cut out of a plastic jug taped on with some color-coordinated electrical tape.

I used nothing but the finest grade black tape. We always buy lots of rolls as my kid uses it for rim tape and lots of other things. It is much cheaper that duct tape.
