The liquid poured over the black block is a cooling agent (liquid nitrogen probably) that turns the block into a superconductor. It's easier for me to just link to more info about it, so here's a nice Wiki page: http://en.wikipedia.org/wiki/Superconductivity

Yup, it's high temp superconductor. I just saw it on UFO Files on Discovery channel. They levitated a frog too like Mirona said.

Now imagine you put a chassis on top of that magnet... then you rapidly switch banks of those magnets so at one moment they push the magnet forward while magnets in front of it pull it towards, then you switch them really fast...
