i have cantilever brakes on my schwinn, and i reall dislike them. Is there a kit that upgrades to a v-brake setup or a u-brake setup?

V-Brakes use cantilever posts.

V brakes will work on your existing posts, but U-brakes will not.

but i do not have any post's for brakes, i just have a hole in the frame and a bolt going through the brake system and into the frame

here's a question, if i was to stay with the cantilever brakes i have right now. Is there anyway i could make them work better, because now i can push on the lever hard and itstill doesnt lock up the wheel so i can slow down fast

Expand your budget. We cannot help you further. If your bike does not have brake bosses brazed onto the frame, your best option is to buy a bike that does. Any bike that does not come from Wal-Mart has these nowadays. A brake plate will only serve to add weight and complexity; there is so much flex inherent in the system that you're better off staying with your sidepull calipers.
The brakes are in the for sale part. No lever. But there for sale.
Nevermind, do you have to be a like paying member to post in the for sale part?

Then keep what you have, save your money. Whatever you buy to jerry-rig your bike now will become useless if you buy a new bike. Money wasted.
