Hey I'm looking to buy an entry level track bike... I'm looking in to the Windsor "The Hour" and the IRO Mark V... I've been hearing about "snappy" track geometry, I REALLY want to expirence this type of bike.
Does either of these bikes have this feel that everyone is talking about??

The IRO is the better bet here as its a small company, run by passionate cyclists and they stand behind their products.
That said, if you want to get a track bike but don't know what you're looking for, go to your local velodrome. Nearly all have beginners classes and rental bikes. You can try it out, get a sense of what kind of bike you need.
If you just want a track bike for street riding, then the Singlespeed/Fixed gear forum has a ton of information about entry level track bikes.
