I have a 2001 Litespeed Tuscany that is preported to have a 31.8mm seat tube for a clamp on derailleur. I also have a 31.8mm clamp on Campy Record derailleur. I haven't forced it yet, but the derailleur clamp seems too small. is the answer just to get a longer bolt to go through the clamp? Has anyone delt with this problem before and what was the solution.

Cheers,

I'll answer my own question here. It appears that Litespeed gave me bad information, and the clamp should be 35mm.

Right, the clamp should be 1-3/8" (34.9 mm usually rounded to 35 mm) diameter. Most Litespeed frames have used that diameter seat tube for a long time. My '96 Catalyst (predecessor to the Tuscany) uses a 35 mm derailleur clamp.
