I have an early eighties bianchi, and It seems like all of the bolts have round heads on them, which are impossible to tighten fully. I have one on the handlebar clamp, and it is starting to loosen, and my handlebars are starting to creep lower and lower. He's what i was thinking of doing: Replacing it with a hex-boltfrom the hardware store or going to the lbs for an allen key bolt. Obviously the hardware store will be cheaper, so im leaning towards that, but, is there any reason not to? I'm not too concerned with weight, my bike weighs 30 pounds already because steel is real (heavy). Anyway, replies would be appreciated.

Hardware store or bike shop, your going to be looking for stainless steel metric hardware. Few hardware stores sell stainless steel metric hardware. So off to your local bike shop with you!

Hmmm you can buy lightweight Ti hardware at your local bike shop to lighten up... your wallet!

A good hardware store should have the metric allen head cap bolts in the size and length that you need . You should take samples of each bolt you need with you when you go to the store. If possible get stainless, they will be more expensive but will look better and last much longer. And of course grease the threads before you install them.

Or try a boating store. Almost all bits sold there are stainless.
