I'm finding it difficult to come across good 27 x 1 1/8 tires...and have no clue what constitutes a good tire anyways.
Any opinions on (a) where I can find good tires of this size, and/or (b) what constitutes a good tire would be appreciated.

It might help to understand what you want to do with the tires--touring, commuting, cyclocross, long fast rides.

I'm going to assume you will be doing a 1 mile commute on your Le Tour, and what we used to call "recreational" riding. I think any $15 tire you come across will work fine - and you should be able to find tires at a local bike shop. Otherwise, Harris of Sheldon Brown fame sells them on their website. I bought some 27x1-1/4" Panaracers from them, about $15 each, and they seem like a very nice tire. Otherwise, do a web search on bicycle tires and you will find many sources.

I purchased Vittoria "Zaffiro" tires in 27 x 1-1/8 size from Nashbar not long ago -- also about $15 each on sale. Black tread with black sidewalls. They are not showing it in that size currently, but here is a link to their 700c size:
I started having issues finding 27x1 1/8" tires, so I found a pair of used Ultegra/Open Pro rims and now my bikes runs 700c. Now I can get tires anywhere, easily. And generally pretty cheaply. I just bought some 700x23 Conti UltraSports for $12. The last 27x1 1/8" tire I found at a bike shop was a cheap chinese tire that the shop charged me $60 for. I needed it to get home, so I was screwed. Not any more.
ridesoldtrek- I dunno which ones you had, but Panaracer Pasela Tourguards are sweet. I think they come in 27" folding bead.

Emerson - Yes, I'll be doing day-tours and commuting that 1 mile. The last tires I bought were cheap and had a max pressure of 90 psi, and I'm kinda reluctant to put them on the rear wheel under my heavy ass. I like to ride tires blown up as hard as they can go, so the higher the pressure, the better.
ridesoldtrek - I like the Panaracers! Especially the "TourGuard" ones that CBolt pointed out. I think I might go with those... Thanks for the tip! I see many tires on the web, but they're mostly all "new" measurements like "700c".
Az B - I guess the $60 included shipping the tire from China! Too bad...Glad you got home though.

I was a little low on the price - Harris shows them the Pasela's for 19.95 and the tourguards for 24.95. I don't recall which one I bought, but I was impressed with the quality.
