Will a 10-speed Campy rear derailleur work with a 9-speed system?

I don't see why not. What USUALLY matters is the distance between detents on the control and the distance between cogs on the freehub.

It probably will as long as the shifter is indexed for 9-speed or a friction shifter is being used.

Exactly, as long as the shifter matches the casette.
