Possibly Italian, I think the bcd is for the pre-'90 144 Campagnolo cranks.
I think it's post '90, but has no ramps\pins?

I can tell you that it can off a Cramerotti, in which case, it is almost certainly Italian. Cramerotti used various Italian cranksets including Campagnolo, Gipiemme, Miche and Ofmega, so it could be any of those. However, most of these were copies of the Campagnolo design and used the 144BCD. I'd guess the vintage as early 1980s. This was when chainring pantographing was at it's height. By the late 1980s most of the chainrings were being manufactured with cutouts above the bolt mounting holes, reducing the real estate available for pantographing.

Magistroni/Ofmega made alot of the OEM-branded chainrings, including those for Bianchi.

Designs in bicycle parts are normally produced by mechanical milling, as opposed to chemical etching. Pantographing refers to a parallelogram linkage of four hinged bars that is used to duplicate the design/image. The ratio of the effective lengths of the bars determines the reduction or enlargement ratio. A stylus attached to the linkage traces the original design template, which is reproduced by a pencil pen, engraving or, in the case of bicycle parts, a milling head. Artists have used the princicple for centuries, to create copies of their drawings in varying sizes.

Pnatographing is typically used by small manufacturers to customize components. For mass volume production, it is more economical to incorporate the design into the tooling dies.

It has the Ofmega symbol beside the T#.
