Its looking like I will need two parallel ports for my PC downstairs to control all I need. I know its possible for this, to have two parallels, but I am unsure how.
Is it a PCI card?

yep just buy any PCI parallel card. One like this:

Nope, not that tough at all. Just make sure you set the address and IRQ on the 2nd port to be completely different from the built-in port and you should be fine.

What is the limiting factor in how many parallel ports you can have? Is it how many PCI slots? I might find myself in need in of 3 parallel ports is why I ask.

^^Those guys have it for cheaper. And in my experience, their service is at the level of or better than newegg's.
The limiting factor would indeed be the number of PCI slots. Back in the old days, they had parallel port switches/splitters. They would take one computer port and wire it to a switchbox with four or so outputs. You just flip the switch for whatever printer you want. You might be able to find one of these on ebay or something.
