First of all...
Illuminite Tights from Performance (see http://www.performancebike.com/shop/Profile.html?SKU=15732 for more info)

I just got a pair of these (thanks Mom!) and I think that they are just the cat's wiskers! Very nice fit, well made, and just bright when shining a light on them. You couldn't tell when seen in normal lighting conditions that anything is, well, odd about them, but when viewed from near a lighting source, it appears as though you're wearing lit chain mail.
I had them on my morning commute and it was about 0 C and they were just fine. Might have been cold starting out, but they just warmed up fine. I like the fact that they don't have any zippers to ruin at the calves. The price is right too! only $40 US is well worth it...
Up top, my Burley Rapid Rider

jacket is just great. It keeps the rain off, and it seems to me that the jacket ventilates MUCH better than any GoreTex jacket that I've ever had. It's a tad difficult to get the arms into the sleeves if all of the vents are open <g> but it's worth it!
The pants to the jacket also are a worthwhile investment. Both (especially the jacket) are well visible in the kind of weather that you'll be wearing them in.
The new lights that I have been trying out (Cateye EL-300) is much smaller than I had expected, and I would highly recommend it for a easy way to throw quite a bit of light for non-racing speeds. I've got a EL-300 & EL-200 in front and paired with a EternaLight X-Ray on my helmet it provides sufficient light for non-rain conditions at night (with cars) on non-lit roads, but I can't wait until I get my mount for my BlowTorch...this thing is just as bright as Meriweather has claimed.
Behind I'm lit up with a number of VistaLites, which just do the job, without fail.
Have fun riding this winter!
