Are Their Ways To Do This Safely?

Depends on what you want to do. I have seen posts in the Touring forum of fairly intricate rigs people put together that allows them to film and photo tours with a semi-permanently mounted camera (like this http://www.camerahacker.com/build/Bicycle_Camera_Mount.shtml). Or there are mini tripods and things like this (http://www.clamperpod.com/Cpod2.html).

A little more detail might help to get some better responses ;)

I bet you could do pretty good with a tripod head and a clamp of some sort. Maybe something by Bogen or Manfrotto.

I would totally want an extra margin of safety added, like a boxed compartment base with brackets of some sort, added if it was a full size 35mm body or larger, or a full format digital system.

Or use a mini tripod clamped to your handlebars for a mini camera, but I wouldn't trust it for riding with, just pictures once stopped.

The new 'sports' action cams come with versatile mounting options I believe.

I just ordered a neat little gizmo from Campmor that I'm hoping will work on the bike. It's called an ultrapod, and it's a tiny little plastic folding tripod with grooved legs that nest and a velcro strap that can be wrapped around anything up to about 3" in diameter. Costs about 6 bucks. It works well on a flat surface, but I haven't tried it on the bike yet. I think it'll just strap to the stem and hold my little Canon Elf securly.
