i wasnt sure this was a crack at first, so i sanded the area a little to get a better idea, now im pretty sure it is cracked. is this something that can be fixed?

I couldn't get your attached thumbnail to show. I have damaged several frames. The only repair that made sense economically was replacing the right rear dropout after I twisted it half off when the derailluer jammed. When I had cracks where main tubes joined I was told that the cost of repairs would be about the cost of a new frame. And that the process of heating the welds enough to take the frame apart, replacing the cracked (and bent) part and rewelding (brazing in one case, TIG in the other) would probably weaken other frame members. But I am no frame-builder. I hope someone can give you better news.
