Disc sizes depend on your riding and weight. But You probably want to go with 8 inch in front and 6 inch in rear.

Are those hayes the mechs? If so spend the extra 20$ and get Avids. The difference is phenomonal as the hayes aren't even as good as v's.
What type of rding are you doing. 6inches works great for xc and light freeriding, 8 inches is saved more for the fast moving stuff like dh.

To reiterate some things:
What kinda riding do you intend to do? With the bike you've described, I'm guessing more intense XC riding/light freeriding (no big drops!)
I agree with Maelstrom's comments, the Avid's are worth the extra $$$. They've got good power and are a breeze to set-up!
Tires??? That's such a personal thing. Tires I like, might be horrible for the terrain in your area or your own style. My bro-in-law loves his lightweight small knobbie race tires. I like a bigger fatter big knobbied tire, and we both ride the same trails!
My "old faithful" tire of choice is the WTB Velociraptor in the 2.1" version. It's cheap, has good knobbies, has a round profile, handles a variety of conditions very well, and did I mention it's cheap? You can get them for about $13 ea at most mail-order companies.
My only comment is your XTR rear cassette. I've found that XTR is a bit overkill regarding cassette's. I think you pay too much for a weaker component (vs. the XT) and the weight savings is minimal. I would spend a lot less, and get an XT cassette. A good all around cassette is the 12-32. The mega range 34 does nothing for me. I'd rather walk than spin that easy a gear. (however, your terrain might warrant this gear).
If I were upgrading that bike, there isn't a lot to change for the sake of changing it. It's very well spec'd. I usually don't upgrade until I break a part or it wears out. But, since Christmas is coming, I'd upgrade the shifters to XT. Then maybe the front derailleur to XT.
