Also known as a Torrin stem. It is a cheap ATB/MTB stem with a crazy rise that is then flipped to make it look trackesque.

That's what it looks like to me. Just a 1" Threadless from a hybrid type bike installed upside down.

just a dimension poo-poo generic stem flipped.

those things are terrible quality though, and some have been recalled.

Well, that sucks that its terrible quality. Someone needs to make a deep drop threadless stem already.

just flip through a qbp catalogue, you'll find a bunch of rise/drop threadless

not necessarily "deep" drop, but its a negative rise.

Deda Newton Pista Stem seems to be a contender for deep drop.

67degrees, but damn pricey.

CKT make cheap track threadless stems. Someone should be able to source these in the states:

there are TONS of high rise MTB stems that become deep drop when you flip them. work great with Cro-Mo track bars too because they are 25.4mm clamp diameter. Finding them for 1" forks may be trickier than for 1 1/8" but not THAT hard.

You wanna be WAY trick, flip one of those adjustable stems that come on hybrids! for that way versatile way ugly look

most 1 1/8" stems come with a shim to adapt them for 1". or you can just buy one.

Upside down? well be carefull because for some reason that stem was built rising up, and apparently it wasnt designed to be used going down... well maybe will work fine anyways :) look super cool, why u dont put satin black paint on it? :)
