This is stage three in making an oboe reed - those are reeds soaking in water, upside down, after they have been made into blanks (what we call the reed at this point), after the cane is tied to the staple (the little tube shown in the pic...
The "just scapping by" is refered to the way we make the reeds vibrate... we scrape them in a particular way, the tip becoming less that 0.01mm (4 um sometimes). I get varied responses when I ask people questions like this... one time I was actually stopped by a cop who thought it was a crack pipe, as I was "wetting" the reed on my way into a lunch rehersal...
