Tighten the spokes evenly while maintaining true until they make a nice "PING" when you pluck them near the nipple with your fingernail. Still noisy? - try oiling the cross-over points. If they are weathered that may help. I remember spending three days on a tour searching for a clicky wheel sound and finally getting some quiet after lubing the crossovers.

I am not clear on what you can flex easily by hand. If you can flex the whole wheel easily by hand, that is not good. If you can flex individual spokes by hand, that is normal in my experience. Which did you mean?
