I've been using a Cinelli stem hardcore on one of my road bikes for 3 years now. No complaints whatsoever. This is a threaded stem though.

I sell the threadless stems as well and we have never once gotten a return or complaint about any of our Cinelli products. I say go for it!

As for the why of your question...my ex-boyfriend raced in the Clydesdale class (usually 200+ pounds, U.S.) and he swore by their stems due to their stifness, hope this helps.

Traditionally (1960s-1980s), Cinelli was the premium maker of bars, posts and stems, and used by every road racer and tourist who could afford them. These days there are lots of alternatives that are just as effective, but its a good company and the name does add a touch of class to any bike.
