What happens if you overfill a bike tire with air? I'm always afraid my inexpensive Schwinn tires are going to burst sending grit and debris into my eyes.

Depends on many factors, not the least of which is how much you overfill it. Why not just fill it to or at least near the recommended pressure?

fyi, the recommended pressure is usually 20-40 psi below what the tire can ACTUALLY safely take

What size tires are they? Size and type of the tire has a lot to do with how well the bead holds onto the rim. The old schwinn balooner tires (not quite 27") is notorious for slipping it's bead off the rim, which is why it's a pretty dated size.
reccomended pressure is pretty safe though, as GBD said. Personally, I go a little over on 700c tires. On raceday I go to about 180psi w/racing clinchers, around 230psi w/tubulars.
