i would imagine there's a difference of 1.3 to 1.8 in clampable diameters, so maybe with a bit of bending or relieving. might have trouble getting around the bends, though. you could also cut 'n flip an old pair of crummy steel road bars, most have ~22.2 diameter.

Actualy 25.4 and 26 mm are the stem clamp diameter. Where the levers clamp on is different. Mtn is 22.2 mm and road is 23.8 mm. Not going to work but maybe the bullhorns are 22.2 mm anyway. Measure them.

outer diameter of most alloy road bars (aside from where the the stem clamps down) is between 23.5 mm and 24.0 mm, hence a difference between clamp 1.3 mm and 1.8 mm. older road steel bars generally have a stem clamping diameter of 25.4 and are 22.2 outside this part. i've finagled enough cheapo 2-finger bmx levers onto bullhorns to say they're probably not 22.2 where he needs it to be, but some modification may do it if that's what he's set on using.
