We call it the Long John. They are also going to be going for the world record with a plane-wing bike design for rigidity. Good luck to them! Their blog is available below:

those are some scarey looking bikes i especially like the giraffe bike it'd be pretty scarey up therelooks like a nice design too, i'd be proud if i owned that bike

I thought it was so that the stoker is far enough back that the driver no longer blocks the stoker's view. Very nice. :p
