Would it be safe to drill out a hole for my fuji track pro carbon fork? I do not think it is a track specific fork because it looks like a road fork that has not been drilled for a brake.

Nope, not safe. Look at a carbon road fork and you'll see there is generally a tube running through the thing to brace against compression and torsion from the brake.

Why do you think this isn't a track fork?
