Can you replace the carbon steering tube if it is cracked or do I have to get an entirely new fork?

I cracked a brand new World Cup SID shock a few years back the day I got them in the mail by overtightening the stem bolts. Talked to rock shox and they CAN fix it, but I think it was somewhere around $400 or so to have it done. For that price, you might as well buy a new fork.
