I am looking for an adjustable stoker stem. My requirements are that it be black and I would like to have a removable faceplate. Teh one on Bill G's Robusta looks perfect. Does anyone recognize it. Thanks.

ControlTech makes an excellent stem that matches your requirements. Comes in both black and silver. A little tough to find, though. There's one listed on this page: http://www.tandemseast.com/parts/stems.html.
It is a Co-Motion factory stoker stem set up to take a over size 31.8 bar and fits a 29.8mm seat post. Call Alan at Co-Motion and chat with him he may be able to help you out finding what you want. Also Mark at Precision Tandem has a lot of diffrent stoker stems and shims to fit diffrent size seat post. More than likely Mark will have what you want in 24mm bar size and oversize if that is what you want. I have the same set up on our Supremo in the normal 24mm bar size in a silver finish stoker stem and a black bar.

Not sure what you mean by 24mm bar size. As you mentioned, newer OS bars are 31mm. Standard road size is 26mm, though some, like Ritchey, make 25.8mm. Standard Mountain Bike diameter is 25.4, with some older road bars in this size. Older Cinelli and a few Ambrosio were 26.4, but they gave this size up many years ago. Seems like very low end steel department-store bikes are 22.2mm, but I could be wrong on this. Can't say I've ever heard of a 24mm bar, ever. Perhaps this is a French diameter?

I have a silver one with the removable faceplate. Aluminum, adjustable, new. If you're really in a pinch, PM me. I'm holding out for a black one myself.

How much adjustment do you need?
Most of the stoker stems that I've seen don't have very much adjustment range. If you're looking for a lot of adjustment it might be worth while to check out the range before you pay your money.
