How do I secure the back bolt which the notches are too wide for a screwdriver while I tighten the allen head bolts?

Could I put in the back side bolts with loktite and then put the allen head bolts in?

There is a special tool, it's small and cheap and available at your lbs, or probably via mail-order.

I once used a coin held in a pair of pliers to tighten a friend's chainring bolt along the side of a road. Of course, you could buy the correct tool for a few more coins.

On my bike, at least, if I clean everything really well and then liberally oil all the threads, it will tighten up without spinning the nut. I would improvise a tool, however, not because of the cost but because of the bother of tracking one down.
