No, you can't run a 650 front on them. Yes, a 27 will fit.

I can get a set of brakes off a Langster and want to know if they'll work on a late 70's Schwinn LeTour ( I can't measure myself because they're not in my possession)

probably not. for a couple reasons...
- the Langster, being a "modern" road bike probably has short reach brakes. The 70's LeTour would have had "standard" reach brakes which would now be considered "long" reach.
- the Langster's brakes are designed for a recessed allen head bolt, the LeTour was likely designed for nutted brakes, so the fork crown would likely need to be drilled out to acommodate them and the seatstay bridge would be too small to drill out

I'm building a drop bolt right now (for long-reach brakes that weren't quite long enough for the fork crown of a Netherlands cruiser) and without the appropriate tools and measurements it's a pain in the butt. If you want to go through with it search for threads in the mechanics community about drop bolts.
