unless your headtube is half an inch tall, you'll be able to cram a stem down there pretty far.

doesn't the 90 vs. 100 refer to length, not how far it will drop into steerer?

I'm guessing the longer stem also has a longer dropdown min insertion?

100mm is the horizontal measurement. the height on a quill stem is adjustable, and a 10mm difference in height on a quill stem would be negligible. I wouldn't worry about getting a stem 10mm too tall. might worry about getting 1 10mm to short horizontally, but chances are you can make up that difference with saddle position.
grab your favorite 10mm wrench that's the difference we're talking about here. if you only have adjustable wrenches it's about the width of yer pinky
