Construction of a graceful bridge across Route 99E/Mc Loughlin Boulevard just south of the Tacoma Street crossover (near the Goodwill and Pendleton Outlets) has been in progress for some time. Is this for non-motor traffic?
It appears too narrow for cars and trucks and not substantial enough for a railroad. What is it?

That's the McLoughlin overcrossing and it is for non-motorized and pedestrian traffic. It closes one of the few remaining gaps on the Springwater Trail and will open soon. Here's a PDF map. The dotted purple line in the lower left corner of the map shows the bridge.
