Framebuilders - Rear dropout broke off, repair possible?

I found this frame at the dump. It's a '86 Koga Miyata Flyer. I stripped it completely and want to rebuild it but when i found it this baby was handicapped...

the right rear dropout including the derailleur hanger (pat?) is gone. It is possible to replace (i guess for symmetric reasons it will be both sides) the dropout by a frame builder? And how much is that gonna cost me. I have too much bikes allready so I won't gonna spend a lot of money on it.

Triple butted Hardtlite FM-2 Chrome molybdenum tubing (is that any good?)
Fork is made of Hi Manga HM-2 material. Sounds all rocket science/marketing to me :p

Nice Classic frame,

Just bring it to your nearest bike frame builder or fabrication shop they know how to fix it maybe they will probably replaced it new one or fabricate it and welded on. It will not cost more than 50 or closed to that.

I think you could still clamp a wheel onto that. No repairs necessary.
