Replaced my outer 48 tooth with a 46 tooth, but chain bolts now don't tighten fully as new ring is a narrow older steel one.
Can I just put in a washer and then tighten up the bolts.

Yes, thin washers are fine. Probably should go on the outside of the large ring or the inside of the middle (small if it's a double crank) ring to keep the spacing between the two rings the same as it was. If there is a shifting problems, move them to the inside of the large ring.
