There's nothing wrong with the Nashbar design. I have a Blackburn (Nashbar is a knock-off) that's seen many many miles of loaded touring.

As far as quality, I think enough people have commented on Nashbar components (frames, etc.) not to worry about it. (But it's conceivable that Nashbar's outsourcer's quality control is below Blackburn's. If this bothers you, check out the welds when you get it, and keep an eye on 'em for a while.)

A previous poster stated that this design isn't optimal for a fork with threaded rack-mounts, as it puts torque on the mounting bolt. When I mounted my Blackburn years ago (1988? -- still on my bike), I must have noticed this because I tweaked a bend into the mounting plate and used a standoff (a thick washer) under the bolt head. But it's still going strong, at least 40,000 miles later.

It might look retro, but it's stable and rugged, it does the job.
