I've got the new 11t cog and lockring on the way and my question is this: Is it necessary to move the 12t up the cassette so that the first shift isn't going from an 11 to a 13? If that is necessary, can I just move the 12t up even though it's notched for the lockring?

There is no reason you can't remove the 12T and go directly from 11 to 13 if you don't mind dispensing with the 12T altogether. You will need a new lockring. An 11T top cog requires a specific smaller diameter lockring.

I agree that it's an uncomfortably big jump from an 11 to a 13. If the inside configuration of the 12 is the same as the 13, that is if the inside diameter is the same, the splines are the same, and the cog thickness is the same, then yes, it can be moved inward to replace the 13.

The only concern I have regarding moving the 12t up is that it's notched to lock with the lockring better. But the spacing looks to be the same. I'll probably give it a shot both ways to see how things work out.
