I seem to burn my legs out before I feel like I'm really pushing the hr. Just keep at it and the legs will build up? Please don't tell me to do squats cause they hurt the knees and back.. Or could it be that I could really push my legs harder than i think they can go?
just noticing this as I start to add a few sprints into my rides.

Time on the saddle is the best way to build up your legs. Training with some hill repeats can help build strength.

Another bit of advice is to watch what gears you use when riding. Spinning at a lower gear will help save your legs. Your post seems to indicate that you may be grinding in too high of a gear causing fatigue. Do a search on this forum on cadence and you will get lots of good advice.

try squats without any weight (around 100-200 squats). I blew out my knee a couple of years ago and it was hard getting any weight on it and squats without weights worked really well for me. Great for practicing good form as well. When i was ready for more weight i had perfect form and a good base to build up on.
