This is just baffling....

A fair amount of research is going on over the past decade into autonomous transportation. No doubt the California legislature caught wind of this and saw an opportunity to stifle innovation (in the name of safety, of course). Either that or they were just jealous because Carnegie Mellon beat CalTech in the DARPA Grand Challenge.

The other two just sound like outdated laws that were never taken out of the books...or maybe they were and your source just put them in anyways.
