Don't make it too large to handle!
If you want to go that way, a forum or sub-forum (in General) with links to photos and videos.
Having only links would save a lot bandwidth and would avoid many copyright issues; i.e. how can you be sure the video someone just posted isn't somebody elses'?

You know for fun I go to Google Video sometimes. Correct me if I'm wrong, but I think you can upload video there without cost. All it would take is a few folks to start threads there with links to Google Video or some other free site for the idea to catch on here at BF.
