Alt Bike Culture - Stockholm Voted to continue tax cares using it's central city?

I read a story in the International Herald Tribune, I think? Story line went. residents originally seemed to oppose taxing cars using it's central city during peak hours. After an expermental period, residents liked it's benefits and in a refenderum voted to continue this car reduction plan.
Pretty sure it was Stockholm and not Copenhagen. I would never expect most cities to follow this pathway. Anyone else read this story.

They claim that studies now show that the "congestion charge" for cars in Downtown London is working and more people are riding bikes. London also has a tax credit for businesses that have secure bike parking, and I think lockers and showers for cyclists.

But, I usually expect the politicians to shove such practices down residents throats. Seems it was a six month experimentation and residents voted it in themsleves.
