Road Cycling - tire size for width of rim?

I'm switching now from normal 28mm tires to armadillo tires, and the one thing everybody says is that the armadillos are very heavy and thus slow you down. The main thing, of course, is to not have flats! But I also would like them not to be slowing me down a whole lot. So I was thinking about going with the 26mm armadillos. Then, I read a post here by pat so and so, who said that the tire width you need is dependant on the rim width. Pat said your tire cross-section must be larger than your rim. I'm not sure what that means. Does that mean that the width (28, 26, etc.) of the tire should be greater than the width of the rim, or something else?

I have heard/read 1.4 times inside width of rim. FWIW, for over a year I have run 25 mm tires, Vittorias and a couple of Conti models, on Mavic T519 rims which factory specs say minimum tire size of 28 mm. YMMV.

26mm tyres will likely be ok for a roadbike rim, possibly for a touring bike rim (depending on the rim used), but will be too narrow for a hybrid rim. On the plus, though, Armadillos are available in 32mm, and wider, too.
